Deborah Sue Ratliff Bell, age 66, resident of Portsmouth, OH, passed away peacefully in the early hours on June 3rd, 2025.

Born January 30th, 1959, in Portsmouth, OH. Deborah was the 4th child of Ray and Louise Ratliff and had 5 other siblings. She graduated from Portsmouth High School and moved to Marion soon after, but returned to southern OH in the 1990s. She dedicated her life to her children, Mary and Kristopher, as well as her family and loved ones.

Deborah was known for her kindness and free spirit. She loved the outdoors and going to bingo, garage sales and antiquing with her mother and sister.

She is survived by her children; Mary (Chuck Bell) Justice; Kristopher (Heather) Justice, her siblings; William, Mark, Karla, and Delbert Ratliff, her grandchildren; Tyler Jackson, Adrian and Jacob Guerrero, and one great grandchild, Alexavier Guerrero.

She was preceded in death by; her parents, Ray and Louise Ratliff, her brother Michael, and nephews, J.D. and Matthew Hurt.

A memorial service will be held on Sunday, June 8th, 2025, from 2:00 to 5:00 pm, at FC Daehler Mortuary, 915 Ninth Street, Portsmouth, OH. 45662. All that loved her are welcome.

Her warmth and unwavering love will be missed by all that knew her.
