Billy Ray White, 66, of Portsmouth, Ohio, passed away peacefully on September 24, 2025, surrounded by the love of his family and friends. Born on October 14, 1958, in Portsmouth, Billy was a cherished member of our community who lived life on his own terms.
Known for his unwavering work ethic, Billy found joy in doing odd jobs and maintenance, especially mowing grass. He could be found serving and attending at Hickies, always with a smile on his face and a story to share. If you were in the vicinity of Billy and his beloved Bluetooth speaker, you could count on hearing the unmistakable twang of George Jones and other country legends, often at a volume that matched his exuberant personality.
He is preceded in death by his parents George and Violet (Nee Givens) White, brothers: George, Charles David and Douglas Eugene White, and sisters: Lilly Mae (Billy's Twin) and Sandra Lee White, Mary Elizabeth Richards, and Georgia Reed.
Billy is survived by his loving sisters, Patricia (The Late Merle) Collins of Portsmouth, Ruby Buck, and Rebecca Back of Rome, OH, numerous nieces, nephews, cousins and friends and Andrew Wiley of Portsmouth.
Billy was not just hard-working; he was the life of every party. His laughter and spirit lit up any room he entered, and he embraced each moment to the fullest, never conforming to others' ways. From bowling and playing pool to belting out karaoke tunes, Billy's zest for life was truly infectious.
One of his greatest pleasures was enjoying a great cup of coffee, and his sister, Patricia Collins, always made sure to have two pots brewing, ready for him without even having to ask. Their bond was unbreakable, and Patricia will carry his memory in her heart forever.
Billy's life will be celebrated with a memorial service on Tuesday, September 30, 2025 at 5:00 PM, at Shriners Shelter House, 14864 US HWY 52, West Portsmouth, Ohio, where we will gather to honor the love, laughter, and unforgettable moments he gave us. Friends and family are invited to share stories, listen to his favorite songs, and reflect on the joyous spirit that Billy brought into our lives.
A special thanks to Frontier Community Services and SOMC Hospice. Billy's laughter and spirit will be profoundly missed, but we take comfort in knowing that he is dancing and singing his heart out wherever he may be.
